Begin this fight by working to expand. Build a crane first, then a refinery/command post. Meanwhile, build a surveyor and, once it's completed take it, along with your first forces (all of them, recruit a few riflemen and a sentry tower to defend the first base). The refinery you build is to sell after the harvester comes out. Make sure it goes to the southern field to do its work. Commence with your expansion to the north (deploy surveyor) while you build another refinery (to place up north) and a war factory (start building 1 harvester to assist the northern expansion and 6 or more APCs). Watch for supply crates near the northern tiberitum field (a little east of it) to pick up 1000 credits.
Commence until you get a tech center, then begin building 3-5 mammoth tanks (2 war factories is wise) as well as some snipers and grenadiers (2 barracks perhaps?). put snipers and grenadiers into APCs and combine them with the Mammoths. Move these forces out of the way for now and put them into a group. Next, build a second force of several zone troopers, many missile squads and grenadiers and a couple extra mammoths/apcs and push these east, using an engineer to capture the EMP device (for completion's sake). Park them here to guard while while your first group works.
Take the first force and attack the boats, moving them cautiously so the snipers can do their work. You can include the forces defending your expansion in this assault as it is all or nothing. Destroy the boats and the port authority while you ignore the base to the east for now. When you are nearing your objective, that is, both boats and port authority buildings on the coast destroyed, push your second group north and prepare to assault.
When you have destroyed both boats reinforcements will come in the form of two mammoth tanks. Use them, along with the first group to puncture into the western side of the enemy base. If a lot of vehicles gather, fire off the EMP. Use your force attacking from the south to make a mad run for the final 2 port authority buildings in the base proper.
