I recommend you take out Andrews Air Force Base before the White House as, like was stated in the mission briefing, the White House is only a symbol. Knocking out the AFB will take out GDI's air capabilities for the next missions in the region. At the start, select all your units except the saboteur and grind a path to the west, knocking out GDI infantry first, and buildings second. This will clear the way for a Nod outpost to be constructed.

When that is done, your next priority should be to capture the tiberium spikes in the area. If you have your saboteur from the beginning, capture the spike to the northeast. If not, train one and do so. Also build a couple raider buggies, and make about six militant squads and four rocket squads to accompany an additional saboteur to the northeast and capture the second spike (wait for shadow teams). During this training time, shadow teams will arrive.

Use the shadow teams to head to the power plant to the northwest and knock it out. Doing so will allow the team you built to make their way toward the second spike. Do so slowly, using your attack move ('A' and right-click). Keep everyone together. If your saboteur dies, send another to take his place once the area is secured. You can use the shadow strike teams you had to help defend as you make your way, as there are a few patrolling APCs that can quickly oust your shadow teams if they attempt to bomb the tower alone (unless of course you build a horde and bomb it that way, it's squishy. Garrisoning buildings helps to preserve your men's lives if you go the direct-attack route..

If your attack fails, and you don't get the spike/tower destoryed, simply send another attack group. Afterward, making it to the air fields is not a difficult challenge. You can play around with shadow strike teams and fanatics.
