Smash the GDI's vehicle production capabilities. Sounds simple enough. You are given access to the powerful Black Hand infantry in this battle. They are highly effective against infantry and buildings. Their flames can instantly clear garrisoned buildings, as well. Your first order of business should be to build a second refinery then sell it after the harvester comes out while you use the black hand to clear the garrisoned structure to the northeast.
Next, build a war factory and produce an MCV so that you can build the defensive turret to satisfy the secondary objective. Build a few black hand and rocket squads while those are all being constructed. You will be given access to flame tanks, which are like their infantry counterparts (black hand) only bigger and meaner. In the urban environment, they will come in handy.
Create six flame tanks, twelve rocket squads and four militant squads and head to the northeast with them, destroying the GDI base. Continue to create rocket squads at your base for anti-air support. Don't let your war factory idle; replace any flame tanks you lose. Set up a few garrisons in the city to knock down GDI Ox transports, as well. Capturing the subway hub is easy once you've cleared the way. Not much should endanger your saboteur on his way there.
Wax on, wax off. Continue building a stream of flame tanks and rocket squads and pulverize the city. Use the assault hotkey 'f' to make your units automatically stop to destroy enemy buildings. If you start with the power plants to the northeast you will have an easier go of it. Leave the sentry towers so they can continue to consume power. As you destroy the tiberium silos, direct your harvesters to them should you need the extra resources to fund your endeavors.
