The first thing you need to do is select your sudden transport. Right click a bullfrog to the south to disguise it. Now you should be able to enter the harbor safely. Land on the beach to the left, where you will face light opposition. The co-commander is foolish and likely deploys their troops. You should help them if they do. Make your way to the north toward the generator and destroy it, then get your troops back into the transport. Now head back to the eastern landing.

You are granted a final squadron ability to use against the soviets. Use it against the eastern power plant. You'll gain another use of final squadron once it's destroyed, and another sudden transport will arrive with tankbusters. Now you need to destroy more targets. Head southeast to hit a barracks, and then push east toward the southwestern of the four green objectives. Let out your troops when you spot danger. As you progress east you'll spot a hospital. Destroy the second statue while you wait on them to arrive. At this point you don't really need sudden transports for your army. Use the sudden transport on the beach to get your engineers safely to the hospital, then capture it. This will allow your units to automatically heal.

Head north and take out the two statues and barracks. You can garrison buildings to help you avoid damage. This is useful against the tank. When they're all destroyed, you'll gain some shinobi. Add them to your infantry group and push northeast. Use the final squadron ability on all the power plants you see. You may need to cross the bridge. If you do, focus all your fire on the tesla coil there. Now you'll be free to finish up with final squadron on all the other plants.

Your mini-subs will finally arrive. Your next task is to eliminate the navy. It's not hard at all. Select your group of subs and go about taking out all the soviet naval units and shipyards. Use your final squadron attacks to soften them up.
