What it Does: Provides 1 Free Social Policy, while also granting +3 Culture and an invaluable Great Scientist point in the early game.
Strategies
Since Great Library is often off the table for me more often as I raise my game difficulty, the Oracle becomes my backup for getting a Great Scientist point so that I can acquire an Academy earlier in the game. There seems to be less competition to build this than some other Wonders, but I'm rather fond of it myself as the flat Culture bonus is also helpful for border growth in the City.
